Some of the many possibilities: The weight (s) or mainspring (s) may need to be wound. The spring (s) may be broken. The weight cords may be severed. The winding arbor may have gotten unhooked from the mainspring. There may be a worn or broken parts in the strike or chime train. Someone in the past may have attempted to perform a repair.
